The Rule of LawBoosts the New Development of Shenzhen

     The symposium ofexperts and scholars which aims to study and implement General Secretary Xi’vital instructions on development of Guangdong and to celebrate the 300thpublication of Shenzhen Special Zone Daily is recently held. At the symposium,Prof. Hou, who is the director of TUFE’s research center of contemporary andmodern law, points out that the new development of Shenzhen relies on the powerof systems and law.

     Prof. Houbelieves that General Secretary Xi’s vital instructions on the development inGuangdong has brought Shenzhen new opportunities as well as challenges.Shenzhen, just like the other cities, is now faced with the historic task oftransformation. Promoting the supply-side structural reform and changing itselfinto an innovative international modern city is no doubt to be the next stepfor Shenzhen. “The history of urbanization shows us that it is not that hard tocreate a city with various approaches, but the governance on a complicatedmodern city relies more on rule by law”, says Prof. Hou.

     Prof. Hou pointsout that only when the legal system is further promoted, will it be possible toensure the functioning and supervision of power, realization of goals,protection of individual rights as well as motivation of initiative andownership.

     Prof. Hou stressesthat Shenzhen has a solid foundation in legal construction. Shenzhen is one ofthe earliest cities to gain local legislative power. For decades, Shenzhen hasenacted about 300 local laws and regulations in succession, which lays a goodfoundation for urban development. Moreover, Shenzhen has even set a goodexample for the whole nation in the construction of a law-based government,judicial justice and democratic supervision. In the new era, Shenzhen shouldbecome the pioneer to find a path in many ways, like legislation led by NPCmembers, improvement of legislation quality, creation of better marketenvironment to allow equal completion, etc. Not only will Shenzhen solve itsown problems, but more experience will also be provided for Chinese legal construction.
